The Serie A giant had a talk with UEFA and both parties concluded that it was best for the club to withdraw from the 2019-20 Europa League. AC Milan finished fifth last season.
UEFA gave them some time to break even, the deadline being June 2021, so Milan could avoid any further punishment.

After the Rossoneri breached Financial Fair Play, the Court of Arbitration for Sport are trying to prevent Italian side to join the Europa League.

This will see Roma directly jumping to the group stage and Torino entering the qualifying stage.
This news is not yet official from the AC Milan website.
UPDATE:
The court's speeches read:
”AC Milan is excluded from participating in the UEFA Club Competitions of the sporting
season 2019/2020 as a consequence of the breach of its FFP break-even obligations during the 2015/2016/2017 and the 2016/2017/2018 monitoring periods".
